Memorandum Signed Between BEU and China's Xi'an Shiyou University

A meeting was held between Baku Engineering University (BEU) and Xi'an Shiyou University (XSYU) of the People's Republic of China to discuss cooperation opportunities.
The meeting was attended by BEU's faculty and teaching staff, employees of the Ministry of Science and Education, as well as XSYU's leadership and academic staff.
BEU Rector Yagub Piriyev drew attention to the strategic partnership relations existing between Azerbaijan and China. He noted that the sincere friendship and mutual trust-based high-level political dialogue established between President Ilham Aliyev and President of the People's Republic of China Xi Jinping has created favorable conditions for the implementation of new joint projects across all areas of cooperation, including between higher education institutions.
The Rector spoke about the cooperative ties BEU has developed with Chinese higher education institutions in recent years. Reminding that BEU has been the first higher education institution to implement a dual degree program at the bachelor's level with Chinese universities since 2025, Yagub Piriyev stated that these programs, launched across various fields, are of significant importance in terms of students gaining international experience, improving the quality of education, and expanding academic ties. The Rector noted that broadening partnerships with Chinese universities is one of the key directions of BEU's internationalization strategy, and emphasized his confidence that the cooperation to be established with XSYU will contribute to the development of the academic and scientific potential of both institutions, open new opportunities for students and faculty, and serve the formation of a long-term partnership.
Yagub Piriyev also provided detailed information about BEU's activities. Noting that the university, which has achieved significant advancement in the QS rankings in recent years, trains highly qualified specialists in engineering, information technology, architecture, economics, and other fields, the Rector stated that the curricula have been aligned with the requirements of the modern labor market. It was also noted that BEU possesses an extensive material and technical base, places special emphasis on the development of scientific activity and innovation, and continuously expands its international cooperation network.
For his part, XSYU Vice-Rector Zhang Rongjun presented information on the university's educational and research activities, strategic development priorities, and international partnership directions. It was noted that XSYU has a strong academic base, particularly in the fields of energy, oil and gas engineering, geology, information technology, and applied sciences. Zhang Rongjun assessed BEU's achievements in recent years and its successes in the field of international relations positively, and expressed his confidence that the cooperation would be mutually beneficial in terms of experience exchange.
The meeting featured a detailed discussion of prospective directions for cooperation between the two universities. During the discussions, such areas as the organization of joint research activities, the implementation of exchange programs for faculty, teaching staff, and students, the establishment of dual degree programs, and the application of joint scientific cooperation mechanisms were considered.
Following the discussions, a memorandum of understanding on cooperation was signed between the parties. The document envisages the exchange of experience in the fields of education, research, and academic development, the implementation of joint projects in areas of mutual interest, the establishment of joint laboratories, and the exploration of other cooperation mechanisms.
The guests also familiarized themselves with BEU's Technopark and laboratories, where the modern research and innovation infrastructure left a strong impression on them.
